Environmental controversies are often framed as conflicts between environmentalist and antienvironmentalist positions. The underlying dimensions of ethics and justice tend to be overlooked. This article seeks to integrate insights from environmental ethics and sociological observations through a case study of a watershed conflict. A controversy emerged in the 1990s when residents of the New York City watershed filed a lawsuit to block NYC’s proposed regulations for the land surrounding the streams and reservoirs that supply NYC’s drinking water. The conflict was (...) resolved after NYC agreed to provide economic development funds to the watershed towns in exchange for accepting the regulations. An analysis of interviews with NYC watershed town supervisors reveals that the conflict was resolved because underlying competing theories of justice were addressed. This contradicts the popular narrative that an environmental conflict can be resolved when competing parties come to the realization that natural ecosystems provide valuable water-purification services. In the 1950s and 1960s, prominent institutional economists in the United States offered what became the orthodox theory on the obstacles to commercializing scientific knowledge. According to this theory, scientific knowledge has inherent qualities that make it a public good. Since the 1970s, however, neoliberalism has emphasized the need to convert public goods to private goods to enhance economic growth, and this theory has had global impacts on policies governing the generation and diffusion of scientific research and innovation. We critique (...) the foundational conceptualizations of scientific knowledge as either public or private by examining Germany’s treatment of scientific outputs as club goods. We then compare the relative impacts on social welfare of distinct United States and German approaches to food and agricultural research and innovation. We conclude with reflections on how these findings might contribute to a democratic debate on how best to manage scientific knowledge to enhance social welfare. (shrink)

As efforts to commercialize university research outputs continue, critics charge that universities and university scientists are failing to live up to their public-interest purpose. In this paper, I discuss the distinctions between public-interest and private-interest research institutions and how commercialization of university science may be undermining the public interest. I then use Jürgen Habermas’s concept of communicative action as the foundation for efforts to establish public spaces for ethical deliberation among scientists and university administrators. Such ethical deliberation is necessary to (...) facilitate discussion on whether public-interest science should be the research university’s primary purpose and what institutional rules and resources are needed to honor that purpose. Science and technology studies (STS) research challenges the concept of technological determinism by investigating how the end users of a technology influence that technology’s trajectory. STS critiques of determinism are needed in studies of agricultural technology. However, we contend that focusing on the agency of end users may mask the role of political-economic factors which influence technology developments and applications. This paper seeks to mesh STS insights with political-economic perspectives by accounting for relationships between availability of diverse technologies, variations in (...) political-economic structures, and farmer interests and characteristics. We present the results of an analysis on the recent development of three wheat varieties: (a) a wheat variety that was modified genetically to tolerate the herbicide glyphosate, (b) wheat varieties with characteristics selected to serve specific markets, (c) and emerging research and development of perennial wheat varieties. Using data obtained through a survey of wheat growers in Washington State, we analyzed whether farmer interest in these three clusters of wheat varieties was associated with distinct individual characteristics and attitudes and whether those characteristics and attitudes are consistent with political economic structures. Although our analysis did not allow us to assess the degree of direct influence that farmers have on the technological development trajectory for these types of wheat, we were able to document variation in technological alternatives and farmer characteristics related to different political-economic trends. To explain how agricultural landscapes become social constructions of the natural environment, this essay utilizes Jurgen Habermas's concept of rationality and Pierre Bourdieu's constructs of field and habitus to examine how social relationships shape the way three farmers perceive, alter, and evaluate their land. Intensive interviewing and aerial photographs are used to document the processes through which farmers internalize the primary rationalities of social relationships as a foundation of decision-making regarding water impoundments on their land. One farmer internalizes an instrumental (...) rationality while interacting within relationships with the economic and political system; his landscape changes are meant to improve his ability to extract profit from the land. A second case focuses on a farmer who draws upon familial relationships to provide a substantive counter to the instrumental rationalities of economic relationships; he built a pond to conserve soil. The final case is of a farmer who resists social relationships governed by an instrumental rationality; he built a pond to improve and preserve the beauty of his farm. (shrink)

[A] With a title as enigmatic as The Open, the reader might well wonder, "the open what?" Is the (...) title's adjective to stand alone? Does it need no substantive to support it? This unfamiliar title is not what one might first guess—it is not an awkward translation from the work's original title. No substantive follows in the original, and none is meant to. The idea that gives Agamben's book its title is that of an openness which is unconditioned—and perhaps unconditional, an openness which is unspecified—and perhaps unspecifiable.If the answer to the question "the open what?" can be answered with no substantive, might we ask in what this opening occurs? Between what more substantive things has an indefinable space been opened? The first answer to the question can be found in the work's subtitle—Man and Animal. The open space in question is that which separates and distinguishes man from animal. Philosophers, anthropologists, social scientists, zoologists, chemists, taxonomists—and many others—have had no small difficulty in agreeing upon the matter.Philosophers have traditionally had a low opinion of animals [cf. de Fontenay]. They live in such intense and incessant proximity to their environment and its stimuli that they do not see the existential forest for the environmental trees. The paradox of knowability, derived from a proof by Frederic Fitch in 1963, is one of the deepest paradoxes concerning the nature of truth. Jonathan Kvanvig argues that the depth of the paradox has not been adequately appreciated. It has long been known that the paradox threatens antirealist conceptions of truth according to which truth is epistemic. If truth is epistemic, what better way to express that idea than to maintain that all truths are knowable? In the face of the (...) paradox, however, such a characterization threatens to undermine antirealism. If Fitch's proof is valid, then one can be an antirealist of this sort only by endorsing the conclusion of the proof that all truths are known.Realists about truth have tended to stand on the sidelines and cheer the difficulties faced by their opponents from Fitch's proof. Kvanvig argues that this perspective is wholly unwarranted. He argues that there are two problems raised by the paradox, one that threatens antirealism about truth and the other that threatens everybody's view about truth, realist or antirealist. The problem facing antirealism has had a number of proposed solutions over the past 40 years, and the results have not been especially promising with regard to the first problem. The second problem has not even been acknowledged, however, and the proposals regarding the first problem are irrelevant to the second problem. This book thus provides a thorough investigation of the literature on the paradox, and also proposes a solution to the deeper of the two problems raised by Fitch's proof. It provides a complete picture of the paradoxicality that results from Fitch's proof, and presents a solution to the paradox that claims to address both problems raised by the original proof. This paper begins with Ralph Barton Perry's narrative, which portrays James as a believer in the truth of phrenology and as someone who thinks it should be valued as an art. While this depiction of James has not made its way into the recent biographies, there are a few individuals who, in fact, perpetuate this idea within the (...) secondary literature. The medieval fascination with the mysterious language of Dionysius the Areopagite is nowhere more evident than in the thirteenth-century textbook edition of his treatise on liturgical rites. Dionysius employed unfamiliar Greek to describe people, actions, and texts that would have been perfectly familiar to his readers. The Latin translation used in the thirteenth-century textbook strives to preserve this unfamiliarity, but commentaries are introduced between its lines and paragraphs, disrupting its ability to bewilder and surprise. These commentaries make the Dionysian text (...) less mysterious, while also slightly altering its meaning. In the hands of the commentators, Dionysius becomes less interested in the aesthetic mystery of the liturgy, and more interested in credal orthodoxy. Virgil's fourth Eclogue is one of the most quoted, adapted and discussed works of classical literature. This study traces the fortunes of Eclogue 4 in the literature and art of the Italian Renaissance. It sheds new light on some of the most canonical works of Western art and literature, as well as introducing a large number of other, lesser-known items, some of which have not appeared in print since their original publication, while others are extant only in manuscript. Individual chapters (...) are devoted to the uses made of the fourth Eclogue in the political panegyric of Medici Florence, the Venetian Republic and the Renaissance papacy, and to religious appropriations of the Virgilian text in the genres of epic and pastoral poetry. The typical approach to decoding speech from the brain (using brain-machine interfaces) is to decode low-level linguistic units (e.g. phonemes, syllables) from motor articulation areas (e.g. Premotor cortex) with the aim of assembling these low-level units into higher-level discourse. We propose that brain-to-speech decoding may benefit from adopting a functional view of language, which conceives of language as an instrumental tool for interacting with others' intentions in order to fulfil one's own intentions. This functional view of language motivates adopting usability (...) (i.e. the decoder's usefulness as a tool for achieving goals), in addition to decoding accuracy, as a criterion for assessing decoder performance. Decoders may achieve gains in usability by incorporating data about communicative situations and speaker intentions in order to generate and fill in speech act templates. We suggest that this intention-oriented, template-based, and functionally inspired view of brain-to-speech decoding may facilitate efforts to achieve naturalistic speech decoding. (shrink)

Hegel attempts both to give evil its metaphysical due and to give it intelligibility within a processive idealistic system. To accomplish these ends, he consistently employs the contrast between the natural and the free act of the subject and the contrast between the particular and the universal. He places these contrasts within the situation of an original and presupposed unity of spirit that itself is the ground of the mediation required for thinking freedom, for evil, and for ultimate reconciliation. He (...) argues for evil’s ultimate intelligibility in terms of its necessity as a consequent moment in the development of spirit from its ground; he resolves problems of evil’s penultimate irrationality in terms of its unstable contradictory elements in spirit’s history which is not yet fully concrete, a simultaneity of “ought to be” and “ought not to be” in the sense that the instability must be surpassed but not that it should never have been. The aims of this paper will be to summarize and evaluate Hegel’s efforts to give evil both significance and intelligibility within his system and to estimate if a system of progressive idealism contributes a philosophically new dimension to the problem of evil in a universe. The debate over the temporal arrow is a debate over what fundamental ontology is needed for the temporal asymmetry of the universe, which determines the fact that time seems to be oriented or directed from earlier to later. This temporal asymmetry underlies (or, as some might argue, is the same as) the asymmetrical fact that the past is fixed while the future is open, as well as the global asymmetries of counterfactual, causal and agential direction. I explore the metaphysics of (...) the temporal direction within the context of empirical work in psychology and cognitive science. I argue that, in our debate over the metaphysics of the temporal arrow, we need to explore some of the deep connections between our cognitive response to the world and our metaphysical theory of the temporal direction.
